Decree 931/2009

Establécense export quotas for certain species.

Having regard to File No. S01: 0489461/2008 registry of the former Ministry of Economy and Production, and

CONSIDERING:

That Law No. 26,292 and declared a state of emergency for the activity "river fishing" in the Parana River for one (1) year
from the date of its enactment, which occurred on November 7, 2007.

That the Undersecretary of Fisheries and Aquaculture The Ministry of Agriculture, Livestock, Fisheries and Food of the then
MINISTRY OF ECONOMY AND PRODUCTION, evaluated between 2005 and 2008 the state of the fishery of the lower Paraná River basin, together with the provinces of the Commission of inland fisheries and aquaculture of the Federal
AGROPECUARIO, and studied to determine the status of the resource situation of shad (Prochilodus platensis).

That evaluation campaigns researchers and technicians from the National Institute of Limnology (INALI) of
Universidad Nacional del Litoral (UNL), the National Council of Scientific and Technical Research (CONICET),
agency in the Ministry of Science and Technology and the Undersecretary of Fisheries and Aquaculture The Ministry of Agriculture, Livestock, Fisheries and Food of the Ministry of Production, along with technicians from the provinces of Entre Ríos and Santa Fe .

That the status of the fishery has also been discussed at successive meetings of the said Commission of Inland Fisheries and
ACUICULTURA.

That studies show that both shad species (Prochilodus platensis) as their main companions are kept in sustainable and safe sanitary quality, so that the Commission understands that it is acting with scientific and technical basis for the appeal and preserve the continuity of the species, but for this situation continues, you should keep a sense precaution taken so far and which is used to determine quotas for export of the species mentioned and the other species occurred in that basin.

That in this context, it is essential to continue the assessments of the fishery to know the potential yield of fishery resources and regulating the export of the species involved through the granting of export quotas.

The Directorate General of Legal Affairs, Ministry of Economics and Public Finance has taken the action it
responsibility, as stipulated by Article 11 of Decree No. 2102 dated December 4, 2008, replaced by Article 1 of Decree No. 98 dated February 13, 2009.

That this action is dictated according to the provisions of Article 99, paragraph 1 of the Constitution and Law No. 22,415 (Customs Code).

Therefore,

THE PRESIDENT OF ARGENTINA

DECREES:

Article 1 - Establécese that species listed in Annex integrating this decree, may not be exported until the export quotas set by the Ministry of Agriculture, Livestock, Fisheries and Food of the Ministry of Production.

2 - The Undersecretariat of Fisheries and Aquaculture said Secretary shall periodically evaluate the status of resources
involved in this action and, on this basis, it will recommend what should be the extension of export quotas in order to
provide for the preservation of the status of the resource.

3 - This Decree shall come into force from the day following its publication in the Official Gazette and shall remain in force until December 31, 2010.

Article 4 - Communicate, published, I wish the National Official Registry and filed.
